Thank you, Speaker. Um Speaker, it's very disheartening to hear the comments from the DA, but I guess there's nothing that's really surprising us at the moment. Speaker, um to speak on the GBV strategy of the Department of Social Development, a strategic intervention aimed at strengthening the City's Joburg's uh City of Joburg's response to one of the most pressing social challenges facing our communities.
The strategy, Speaker, reflects the city's commitment to promoting a safer, more inclusive, and equitable communities while protecting the rights and dignities of all residents. The purpose of this strategy is to provide a coordinated framework for the planning and implementing of the GBVF programs, projects, and interventions across the city.
It aligns, Speaker, with the City's of Joburg's uh Growth and Development Strategy 2040, and also supports the objective of improving quality of life and resilience for vulnerable communities. Madam Speaker, this strategy was informed by the extensive research, as well as uh stakeholder consultations, the benchmarking exercises, and community engagement involving women, men, and members of the LGBTQI+ community, community leaders, as well as sector experts.
This engagement, Madam Speaker, highlighted the urgent need for stronger prevention measures, improved support services for our survivors, enhanced stakeholder collaboration, and sustainable empowerment opportunities for those affected by GBVF. Importantly, the strategy seeks not only to respond to incidents of violence, Speaker,
but it also wants to address underlying social and economic vulnerabilities. It promotes access to the same skills development, employment opportunities, and entrepreneurship initiatives that can assist survivors in rebuilding their lives and ensuring that they achieve economic independence. This strategy, Speaker, provides a clear roadmap for strengthening service delivery, for supporting survivors, for educating communities,
and advancing a culture of dignity, equality, and safety within the City of Johannesburg. I therefore request the Council to approve the Gender-Based Violence and Femicide Strategy for the Department of Social Development, and also, Speaker, reaffirm our collective commitment to ending violence against women, children, and the vulnerable groups. I thank you, Speaker.

Oh, thank you so much Speaker. Um greetings to the Executive Mayor in absentia, the Deputy Executive Mayor, fellow MMCs, councillors, the guests in the gallery and most importantly the residents of the City of Johannesburg. Speaker, I stand to speak on the item 36, the acceptance of the HIV conditional grant from the Gauteng Provincial Treasury to implement the HIV and Aids door-to-door HIV education programme and Aids Council coordination
for the 2026-2027 financial year. Speaker, this report um we request approval to accept it um the R35.178 million um conditional grant from the Gauteng Provincial Treasury. The funding obviously is um uh uh provided to us to support the continuation of the Jozi Ihlomile door-to-door HIV and Aids um education programme and HIV and Aids Council
coordination. The grant has been allocated, Speaker, to the city to continue the Jozi Ihlomile programme, which provides the community with education on HIV, TB, as well as STIs, with a focus on young people, vulnerable communities. So, the residents requiring assistance therefore Speaker, from the door-to-door are referred to relevant health and social services. The main objective of this grant Speaker, is to ensure that we reduce the new infections, we improve access to health
and social services through education and referral, and also strengthening communities and ward structures in responding to HIV, TB, as well as STIs. The programme was implemented Speaker, across the seven regions, 74 wards and 100 sites, um Councillor Mkhonza, and the report does um explain that in detail with 692 fieldworkers working in this current financial year. So, the fieldworkers Speaker,
conduct door-to-door education and also refer residents who require assistance to relevant services. For this financial year 2026-2027, the programme will also continue with ward campaigns, as well as regional multi-sectoral Aids Council meetings. So Speaker, speaking on this programme, so the programme has exceeded both of its main targets in 2025 and 2026, a total of 1.149 404 households
were reached against the target of one thou- 1 082 uh 400 achieving 106%. In addition, 300 and 3 659 um 233 households or people were educated against a target of 3 247 000, achieving a tar- achieving uh 1. 111% instead. So this, um Councillor Mkhonza,
demonstrates the strong reach and impact of the Jozi Ihlomile programme. So, for this financial year the Provincial Trea- uh Treasury target that was given to us is to ensure that we reach 3 295 705 people um in one thou- in 1 098 632 households. So, I want to just address a few issues that were raised by the councillors, Speaker. Um on the issue of Councillor Mposula, Zola Clinic
um we heard the concerns that were raised, but please note that um Zola Clinic is not um a municipal clinic, it is a provincial clinic. We have raised um the issues as well. We are getting them from the residents and we continue.
MMC, just hold on. MMC, just hold on. MMC, MMC, just hold on. Councillor Mposula, you had your chance to speak, right? Colleagues, can you keep quiet? You had your chance to speak. The MMC is responding to everybody, so can you please keep quiet? Thank you, MMC. Can you continue?
Thank you, Speaker. As I was saying, Zola Clinic is not our um local government clinic, it is a provincial clinic. We will uh continue to escalate the issue, but please do not blame us for services that we are they are really out of our control. Just to say Speaker, HIV and Aids is not a health matter, it is a community matter and all of us are affected if not infected. Thank you so much.

Greetings, Speaker. Greetings to the Executive Mayor, fellow MMCs, councillors that are in the chamber today. Speaker, just to be brief and not take too much of the time, let me start by appreciating the comments that were made by councillors. Let me also take the opportunity to acknowledge and appreciate the officials from both departments, Health and Social Development. While we are a moving progress, the department will continue, regardless of its challenges, to make sure we serve the residents of the City of Johannesburg.
Progress has been made. Those who are not noticing it,
a e ke taba ya bona,
Speaker. Speaker, let me speak on the issue of TB that has been raised. So, as the department, as Health Department, we are embarking on awareness programs. The department obviously is working on improving the drug-susceptible TB, as well as the success rate. It's a slight difference from the previous quarter, yes,
but we are continuing with the WBOTs to make sure that they trace and also re-engage patients who have missed their treatment appointments, addressing the issue
ya di
loss to follow-ups. Just comments from the ActionSA councillor, Speaker. She mentioned there is a clinic. Which clinic is she talking about? The collapse that she's talking about
e bonwa ke yena fela,
Speaker, because
rena
currently
re bereka ka
24 hours. So I don't know the collapse
o re ke efe.
So perhaps she must tell us which clinics and state facts. So, uh-uh, howlers,
emang pele.
Wait.
MMC, please. Councillor Nkonyeni! No, no, please. The MMC is on the podium. Tomorrow you want to speak about it, then you say she has not responded to you. Please. MMC, carry on.
Thank you. In my other profession, Speaker, I'm a health educator, so I will educate the councillors as well today, just to take the opportunity. So they spoke about the issue ya Social Development. Social Development, Speaker, this is the second time, or the second quarter, where they've achieved 100%, so they must start by commending that before they can say anything else. Speaker, I'm proud to say, as the Health Department, when it comes to water and electricity, we've ensured that we have water backup systems in our clinics,
where we installed water reticulation systems to most of our clinics. Of course, because of the budget, we were not able to do all clinics, but that's one of the initiatives we've made thus far. When it comes to electricity, Speaker, I'm proud to say as well, we do have backup generators in all the clinics. So there's no way where there's no electricity
di kliniking, ga go na
electricity. We are continuing to do that, and we are here to serve.
A e seng tsa Mashaba.
Speaker, when a councillor speaks about the Telkom, Telkom is a city-wide contract, so it has nothing to do with Health. So perhaps they must read the document before they can come and comment about it. The progress that we have made on e-Health, Speaker: the department has completed the pilot project at three clinics so far for the electronic patient's health record system, with plans, obviously, to expand to more clinics, which is something that has never happened before, even when the ActionSA was the one who was in governance.
The progress
e leng gore
we have made on the pilot implementation is a step from what has been happening previously to show
gore
there's so much progress. We are now implementing it to 14 more clinics, so expect that in the coming few months. So, Speaker, there's one thing
e leng gore
Councillor Jacobs has said: instead of saying
gemoeg,
it's
gemoeg.
So we are saying, as young councillors, we are here, we are energetic,
re batla go sebetsa. Ge yena a kgathetse, a ye ko ntlung a yo dula,
and then we will continue with the work.

Thank you very much, Speaker, and good afternoon to yourself and the house at large. Speaker, let me start by saying um words or sentences that were not even mentioned. Um the Department of Social Development achieved 95% at its quarter of uh ya quarter one, and 76% ke ya Health. I think that is where they were supposed to start, akere. You must give credit where it's due.
Number one, Speaker, um I would like to appreciate the comments made by the councillors, and indeed, we are really having financial constraints in the department, both departments, Social and Health. Speaker, the department has achieved several notable accomplishments, which includes your service delivery network expansion. Um we have maintained a network of 75 fixed clinics, one satellite clinic, and also 10 mobile clinics to improve access to health services.
Speaker, also note that we have um extended and opened Westbury Clinic as an MOU which is functional for 24 hours a day. Number two would be under environmental health um compliance. We have inspected 82% of formal premises, also 88% of public schools with high compliance with health legislature. We have embarked and increased our community health outreach and health promotion, and I'm glad that it was um noted by Councillor Mkhonza.
Speaker, we have also made sure that with digital transformation, we put more of our work and focus there. The infrastructure development of the department, we have concluded phase one of Hikhensile Clinic project, um and it's also ongoing. We are planning for uh facilities like your Rabie Ridge, Freedom Park, and Elias Motsoaledi Clinic. But the issue, like all councillors have said, Speaker, is the financial constraints.
In this period under review, the health service delivery performance was maintained meaningfully through service delivery efforts despite operational challenges that have been mentioned, um with a 76%, as I've said, and the performance indicator achieved in this first quarter. Overall, Speaker, the department's performance shows significant progress aligned with the city's priorities, but also it underscores areas requiring further intervention to fully attain the set objectives. And number one, which we all highlighted, was the budget constraints.
Speaker, the City of Johannesburg's development strategy, particularly the 2024 Growth um and Development Strategy, and the city's 11 strategic priorities, the department contributes to the city's key uh goals, such as building a caring, safe cities and secure communities, promoting also public health, and ensuring equitable access to health services through its network of clinics, its mobile clinics, and also health uh initiatives. However, Speaker,
the challenges impacting the Department of Health service delivery in 2025/2026 includes operational, financial, and also systemic issues. The key challenges include um the operational timing and accessibility, which is difficulties in reaching certain populations, especially in informal settlements and hard-to-reach areas, which affected our immunization. On the report, um it's stated there.
What I want to dwell on, and which is the most difficult part for us, is the funding constraints and also the budget rebasing that the councillors spoke about. The department faces significant financial challenges, including reduced allocations for OPEX budget. The budget rebase has resulted in allocations that are insufficient to cover the increased cost of running these clinics in the city and the facilities, especially with the expansion of clinic infrastructure without corresponding the OPEX funding for repairs,
maintenance, and also day-to-day operational costs. This affects the sustainability and also the quality of services. But even with all these challenges uh mentioned here, Speaker, we are continuing
ha re fele moya,
we are continuing without the money. Speaker, I would like to correct Councillor um Mposula. Councillor Mposula, the urban inspectors are not allocated or um found go Health, they are in CRUM. So they are not in our department, so I encourage you to read the report more so that next time when you come, at least you come with facts. So I'm going to speak, uh Speaker, on the issues um related to
20 seconds, MMC.
improving our department. Speaker, with all the challenges that I've mentioned, um the Department of Health and Social Development continues to offer the residents and the citizens of the City of Johannesburg with the utmost service delivery and respect that they deserve. Thank you so much.

Thank you so much. Greetings to yourself, Speaker, and greetings to our revolutionary battalions of the EFF, led by the caucus leader, Dr. Mgcini Tshwaku, and the chief whip, Thabiso Mogapi. Today, Speaker, we are speaking on the HIV grant that is actually given to us by the provincial government. I stand here, Speaker, to speak about this item, to present this important item that speaks directly to the health, that speaks directly to the dignity and the well-being of our communities, and to seek council to accept this grant, because not only is it for us, but it is for the community of the City of Johannesburg. Speaker, the word itself prescribes what this is about. It's saying conditional grant.
Ga ke tsebe gore ke eng ge re bolela ka Sekgoa. Ge Sekgoa se palela batho ba e leng gore re lebeletše gore ba hlalosetše rena,
it's a conditional grant. Meaning it comes with the conditions already from the province. So what is it that you expect us to do outside what is actually in the paper that we are supposed to follow? Honourable Speaker, the reality we face really is sobering. Despite many advances in medical science and public health, HIV and AIDS continues to affect thousands of individuals and families across our city, and despite the ongoing campaigns
tše re di dirago
in the department, such as the Close the Gap campaigns to address the grievance of those living with HIV and AIDS, we really need the support. As a municipality, we cannot afford to be indifferent, nor can we afford to be under-resourced in our response. The Gauteng Department of Health has extended a conditional grant to support municipalities in their role of fighting HIV and AIDS at a local level. This grant is specifically intended to support HIV and AIDS education programmes, including targeted door-to-door campaigns, to ensure that even the most vulnerable and hard-to-reach residents receive accurate, life-saving information and care.
The coordination and strengthening of HIV and AIDS council structures to also enhance integrated responses between civil society, government departments, and also community-based organisations. It's also meant for capacity-building, community mobilisation, and also effective monitoring of HIV-related interventions. Council, I really would like to encourage everyone to support this initiative. This grant will empower our municipality to scale up education, to scale up prevention, and to also scale up awareness efforts, and to reduce the stigma and to improve access to vital services.
The door-to-door campaign, the Jozi Ihlomile, as we know, in particular, it's meant to bridge the gap between clinics and communities, making our public health approach more personal, more accessible, and more impactful. I therefore humbly request the council to approve the acceptance of this conditional grant from the Gauteng Department of Health. This is not just an administrative step, it is a commitment which is aimed at saving people's life, which is aimed at empowering our communities, and also building a healthier city. Please, let's not politicise
dilo tše e leng gore ga di hlokagale gore re di
politicise. Therefore, Speaker, I fully support that the council please approve this report. Thank you.

Thank you very much, Speaker. Thank you for the opportunity to reflect on the comments that have been made, and to also, Speaker, let me take the opportunity to also correct some of the things that were said in this house that are not true. Speaker, it is so funny that the architects of dompass they are coming in this house and really reflect and say Health Department was. They are the architects of dompass, they must deal with it themselves.
Number two, it's so worrying that people are here, they are commending, the people who are commending, we thank you for that, and some of the things that were really raised, we take note of that and really look forward to making improvements. Speaker, the councillor has made reflections to say that they introduced the extended hours.
Yes, they introduced the extended hours, but since the GLU came in, we introduced 24 hours, which is a far much more better measurement that was put in place in the department. So I don't understand when they start to really compare the two, how are they comparable? As we speak right now, Speaker, Westbury MOU is working 24 hours. People are giving birth
due to efforts made by the department to ensure that we deliver or we give access to quality health care in the City of Johannesburg residents. I don't know if maybe councillors during the oversight, they don't do their work, but let me applaud Councillor Cook. Your oversight work really is showing that you know what is it that you are talking about.
Nonetheless, let me also put in place that Westbury Clinic and Florida, just for information so that you don't tell the residents lies, it is a hybrid model. By hybrid,
as much as le le balungu,
it means that the local government is working together with the provincial government. That is hybrid. In this instance, we work with the provincial government so that they offer services that we are unable to offer for 24 hours, we work together. As we speak right now, Westbury Clinic and Florida Clinic, part of Westbury Clinic and Florida Clinic is being in the process of the finalization stage and soon we will invite you all to open the 24-hours clinic opened by the City of Johannesburg.
Speaker, I would really do or commit a crime if I don't educate the councillors, especially the DA councillors and the ActionSA councillors, of what it takes for a person to register for ESP. Let me read it out for you so that you understand what you are talking about.
The ESP target
Councillors, please. No, not you. Councillors, can we listen?
The ESP, akere? Ge le bolela ka yona ere ke le ruteng gore
who actually is it for. It is meant for the unemployed, it is meant for the youth, it is meant for people with disability, it's also meant for military veterans, women and children, including senior citizens and displaced persons. Now, who qualify for this packages? This is a very important information that you must know so that when you go and throw allegations, at least you speak facts.
You must be a South African citizen, you must reside within the City of Johannesburg boundaries, you must be unemployed or have a monthly income to finance resources not exceeding R6,281.13 per month. Which documents are required? It's an identity document, proof of income, your SASSA card or produce bank statements for the last three months.
You must bring your proof of residence, the City of Johannesburg rates and taxes account and you must also bring City Power prepaid meter account number as well as City Power City Power conventional account number, Eskom prepaid electricity account number and as well as Johannesburg Water account. This is what is required for you to apply.
So, what are the benefits? The benefits is for water subsidy, electricity subsidy and other rebates which include non-metered services referred to the table below. Speaker, the two departments have performed very well and I think it's really not right for people to come here and speak things that are not true. Give credit where it's due. Since we've been in this department we've done nothing, but work that can actually speak for itself. I didn't have to stand here today to speak about that,
but the work that we put in the departments they actually speak on behalf of ourselves. Let me also speak, Speaker, on the issue of HIV and AIDS. For those that don't know, we are getting a grant from the provincial government and with that, currently for the first time ever since there've been MMCs, we were able to reach a target of immunization which has never been reached even by the previous MMCs. So please,
ge le nyako lwa e lwang ka
something else, not lies.
Ngiyabonga, Speaker, hha!
