Money

What council decided to spend

53 rand amounts that council items were about, 31 October 2023 to 30 September 2026: 28 from the City's signed minutes and 25 from transcribed sittings. Each one links to the page of the minutes or the second in the video where the amount is stated. They are not added up into one total: a budget, a loan and a write-off are different kinds of money.

How these are found

AI (Claude Sonnet 5.5) read each transcript, and the minutes' pages around every counted vote or motion about money, and listed the amounts the item was about: not figures quoted in debate. Code keeps an amount only when the quote is in the source and the amount is in the quote. The outcome and the vote are from the minutes as printed, or, for transcripts, from the chair's words (checked the same way). The kind (loan, grant, ...) is the AI's reading.

Speakers often leave out the R ("a budget of 97.1 billion"); those amounts are shown as said. A loan in another currency counts by the rand figure said with it. A person read every item against its source: 8 were removed (procurement reports council only noted, a loan listed again inside a plan, fees inside a loan) and 6 corrected, marked so.

Transcripts and minutes don't overlap yet (minutes so far end in March 2026, transcripts start in May 2026). When they do, the same decision on the same day is counted once in the totals.

01

By kind

10

Sum of the approved amounts in each kind, with how many items it adds up. Rejected and undecided amounts are not added.

  • Budget

Not added up: these are lines of the same budgets (revenue, spending, capital), so a sum would count money twice.

    17 items: 10 approved, 7 rejected

  • Adjustment budget

Not added up: an adjustment budget restates a year's whole capital budget, and a year can be adjusted more than once.

    5 items: 4 approved, 1 rejected

  • Loan

    R14 bn

8 items: 5 approved, 3 rejected; the sum is of the 5 approved

  • Borrowing plan

Not added up: borrowing plans set ceilings ("up to"), not money borrowed.

    7 items: 3 approved, 4 rejected

  • Grant

    R89.2 m

4 items: 2 approved, 0 rejected, 2 other; the sum is of the 2 approved

  • Contract

    R3.2 bn

1 item: 1 approved, 0 rejected; the sum is of the 1 approved

  • Write-off

    R11.7 bn

1 item: 1 approved, 0 rejected; the sum is of the 1 approved

  • Irregular, unauthorised or wasteful spending

    R3.54 bn

4 items: 4 approved, 0 rejected; the sum is of the 4 approved

  • Property sale or lease

    R46.9 m

3 items: 3 approved, 0 rejected; the sum is of the 2 approved, leaving out 1 given per month or per year

  • Other

    R167 m

3 items: 3 approved, 0 rejected; the sum is of the 3 approved
