“…Portion 4, a traffic impact assessment and site, site access study must still be undertaken. And the Transport Department has indicated that it requires further transport planning studies. Residents of Ward 98, who will be affected the most, are already experiencing pressure on the roads and municipal infrastructure. This in addition to the persistent electricity challenges which my colleague, Councillor Beverley Jacobs,”

How items are linked to this ward (no AI makes a link on its own): the text names "Ward 98"; or the ward's councillor says "my ward" while they have the floor (who has the floor is an AI reading of the transcript, checked against a quote); or it names a place that the City's 2022 ward list puts in this ward and no other. Every place-name match was read by hand; false friends (a street or person with a suburb's name) are excluded. A ward number in the text always wins over a place name. A promise also links here when a City document matched to it (by AI, then checked by hand) puts the project in this ward; AI matches nobody has checked don't count. Places that span several wards (Alexandra, Diepkloof, Orlando, most of Soweto) link nowhere, so this page misses items about them.
