He thereafter referred Council to Rule 51 and 57, and said that the Democratic Alliance wanted to note that at 10:21, the Acting Secretary to Council announced the opening of the meeting by announcing that the meeting would be starting at 10:00 and according to the time, it was 10:21 and the Speaker started speaking at 10:23.
