"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Madam Speaker, I rise to speak on Item 61 and to present ActionSA Caucus's position on it. ActionSA supports this item and I also want to be clear so that when News24 and other media houses report to the public, they do not sensationalise our support. We do not celebrate the regularisation of irregular and unauthorised expenditure, but the MFMA requires council to deal decisively with these matters after a thorough investigation by MPAC. This report is the culmination of investigations into 42 reports with recommendations dealing with over 876 million in historical irregular expenditure and more than 41 million in unauthorised expenditure. These are not insignificant amounts and they do remind us of the devastating cost of weak governance and poor financial discipline. The report also makes it clear that in many historical matters, supporting documentation could not be found, forcing the committee to rely on sworn statements after guidance from the National Treasury, and that is an indictment of past administrative
Madam Speaker, there's something wrong with my mic. I'm putting it on for the second time.
There's no one switching off your mic. Councillor Belinda, I said I'll give you an answer in due course. Councillor
Councillor just keep on pressing if it's off.
Thank you so much, Madam Speaker.
However, Madam Speaker, regularizing expenditure does not mean excusing wrongdoing. Action SA's position has always been clear and repeated in these chambers and in the Section 79 Committee. Every rand of public money must be accounted for. Consequence management must be implemented, and where there is evidence of misconduct or criminality, those responsible must face disciplinary and criminal processes.
We therefore welcome the recommendations requiring the accounting officer to strengthen controls, report back to MPAC within prescribed times, improve compliance with the MFMA, implement proper standard operating procedures, and ensure investigators are appropriately vetted. These measures move us beyond merely closing old files towards preventing the recurrence of these failures.
Action SA has consistently advocated for transparent governance, clean procurement, sound financial management, and strong oversight. These principles are central to building a capable municipality that residents can trust. As Councillors, our responsibility is not only to deal with the mistakes of the past, but to ensure they are never repeated. We therefore call on the administration to implement
every recommendation contained in this report without delay, and to report back transparently on progress. Speaker, this current administration will leave office having hollowed out governance, weakened internal controls, and normalized irregular expenditure. But Joburg's story does not end here. When Action SA returns to government under the leadership of Herman Mashaba, we are going to rebuild a capable
When Action SA
Try the one next to you, Councillor. I'm keeping your time. There, your mic is on.
When Action SA returns to government under the leadership of Herman Mashaba, we are going to rebuild a capable administration founded on clean governance, professional public service, and zero tolerance for corruption. We are going to strengthen financial controls, enforce consequence management without fear or favour, modernize procurement systems, and ensure that every rand entrusted to the city delivers value for residents.
And our focus will not be on managing decline or repeatedly writing off failures, but on preventing them from happening in the first place. That is the difference Action SA is going to bring to the City of Johannesburg. I thank you. Action SA supports this item.
