"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Ya no, umshini awufuni ukuma. Umshini, umshini uyala Speaker. Ngizowubamba ngesandla ungazongiphazamisa lo mshini. Izindaba zami zigcwele la ngaphakathi. Akusenani.
Uh sithokoze, sithokoze.
Uh Honourable Speaker, Margaret Arnolds, uh Executive Mayor in absentia, Dada Morero, the Deputy Executive Mayor, uMam' Loyiso Masuku, uh Whip of Council, uBab' Sthembiso Zungu, and the Chair of Chairs, uBaba uMarema, uh visitors in the gallery, residents of the City of Johannesburg, uh fellow councillors.
Uh Madam Speaker, section 152 (1) of the Constitution states that the object of local government is to provide democratic and accountable government to the people, to ensure provision of services to communities in a sustainable manner, to promote social economic development, and more importantly, to encourage the involvement of communities
and community organizations in local government matters. Section 16 (1) of the Municipal Systems Act requires municipalities to actively facilitate community participation in major processes, including planning and reviewing IDP processes. We therefore commend and acknowledge the efforts of the city in ensuring that residents' voices are heard. The report shows that the most pressing concerns raised across all regions
relates to deteriorating roads, potholes, sinkholes, stormwater drainage failures, gravel roads that needs upgrading, water outages, sewer spillages and aging infrastructure. Over 17,000 inputs were made in public participation uh meetings, which is a clear demonstration of a need for government intervention. We therefore are happy that government was able to respond promptly to this legislative call by convening CBPs and IDP sessions
where a wish basket was created and will surely be wisely used for the 2026-27 financial year in response thereto. Our communities are saying to the African National Congress, we are sick and tired of a coalition government and we are going to give you a full mandate on the 4th of November. Because we know that it is only under the African National Congress and when the African National Congress governs alone
that service delivery and development will come to our communities. Madam Speaker, just this weekend, over the weekend we went to our uh manifesto launch uh in Riverside. And our minds, our hearts and our souls were rejuvenated, Madam Speaker, by the development that we've seen there. And uh that is just the tip of an iceberg. There's quite a lot of developmental frameworks that were developed under the African National Congress.
To mention Riverside alone cannot be justifiable. But look at Jabulani Precinct, look at Lufhereng and the whole Southern Farms, you look at Goudrand, and you look at Fleurhof, and you look at all those developments, and someone uh uh when they are perpetuating propaganda to uh through media propagated machinery, they will always say the ANC has not delivered. In Bram Fischerville alone,
the ANC government built eight solid schools, a multi-purpose center, and if somebody will come here today and say the ANC have done absolutely nothing, they must have been drinking something we all don't know. So Madam Speaker, it is only the African National Congress that knows how to govern this city. The only obstruction to the ANC is coalition government.
And we have called on all our people to come out in their numbers and vote for the African National Congress, and we are going to decisively make sure that we develop our city just as we are known to be doing for all these years. So we are saying forget about the 4th of November because our people have been thoroughly conscientized. Our people knows that the developmental framework and spatial developmental framework that they have seen were developed because of the policies of the ANC.
And there's no party here that can claim to possess such uh superior, you know, uh policies other than the African National Congress. So we are saying to the people of Johannesburg, on the 4th of November, here comes the African National Congress. All of them should vote for the ANC and forget about the DA and its media propaganda machinery. Madam Speaker, as the African National Congress, we approve this item. I thank you.

Madam Speaker, Councillor Margaret Arnolds, Executive Mayor, Councillor Dada Morero, Deputy Executive Mayor, Councillor Loyiso Masuku, Whip of Council, Councillor Sthembele Chauke, Chair of Chairs, Councillor Bonani Marema, visitors in the gallery, residents of the City of Johannesburg, fellow councillors,
Madam Speaker, I rise on item one, two, and item three, as read out in those reports in the tabling of the report. Madam Speaker, we need to appreciate our collective primary task, which is to hold the executive to account on behalf of residents of Johannesburg. Therefore, Development Planning Department is no exception in this regard.
We welcome the completion of the Vrededorp swimming pool, as well as the development and operationalization of the integrated spatial plan platform of spatial data platform, as it demonstrates the commitment by our ever-working MMC Mgcina, together with her team. However, we are compelled by our obligation to thoroughly assess the performance of the department, which is measured through key performance indicators.
The department only achieved 13 KPIs out of 17 KPIs applicable for reporting in the quarter under review. The area of concern is the underperformance by the department on the 10 gatekeeping KPIs, of which nine KPIs are applicable for reporting, in which only four KPIs were achieved, which places the department percentage achievements at 44.4%.
In respect of external grant, the adjusted budget amounted to R35.7 million. Year-to-date expenditure amounted to R19.1 million, below the year-to-date target of R27 million. Madam Speaker, while we acknowledge that in some areas targets could not be met due to decline in funding, we are cognizant of the fact that key performance indicators remain the only scientific method at our disposal through which service delivery
to our people is measured. Therefore, whenever there is a decline in performance in any respect, residents bear the brunt. We would like to encourage the department to jack up and tick all necessary boxes in ensuring that targets are met, because it is only when targets are being met that we, as the committee, become satisfied that indeed service delivery has reached our people. In terms of the JDA performance assessment report,
we welcome the consistency demonstrated by this entity despite a slight decline as compared to the same period of the previous financial year, the previous financial year. In fact, or otherwise the fact that this entity always performs above the 80% mark, which will translate into tangible service delivery to residents of our people, that is welcomed. We acknowledge the oversight report for the Johannesburg
Development Agency, as well as the third quarter budget and performance assessment report for the Development Planning for the period January to March 2026. We would like to encourage residents of our beloved city to take time to reflect and remember the time when the African National Congress was leading government alone without any coalition. Gravel roads were being upgraded, parks were being built in the deprivation areas such as Bram Fischerville, Orange Farm, Alexandra,
and many more other areas where our people live. Our people must know that the only way for them to get effective service delivery is if they first go and register to vote, and then without hesitation vote for the African National Congress with an overwhelming majority. Only then will they get service delivery they deserve, as it was the case prior to the disruption that was brought by the DA and the ActionSA and EFF, as the consequences of which we are still suffering.
I thank you, Madam Speaker.
