"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Speaker. Madam Speaker, let me greet the Executive Mayor, member of the Mayoral Committee, fellow councillor, official and the resident of Johannesburg. Special greetings to our
Nobhala,
Speaker, Comrade Sasabona Manganye. Speaker, let me begin by congratulating the ANC on a successful holding its manifesto launch at Riverside. It was an important opportunity to engage community and reaffirm our commitment to the people of Johannesburg. That is why
ngithi,
Speaker,
ngithi ngibonga uNobhala.
Speaker, I rise to speak on item five dealing with the proposed Security Access Restriction by-laws. We welcome the effort to establish a clear and consistent framework for security-related access restriction. Johannesburg is a complex city, and the residents deserve both safety and accessibility. Community must be able to take reasonable measure to improve security. To build road must remain accessible to emergency service, public transport, pedestrian and other legitimate users. Madam Speaker, implementation must be supported by clear responsibility, reasonable time frame, and proper condition between the relevant city department including JRA, JMPD, and emergency service. Meaningful public participating is also essential. Affected resident, business, and community organization must have opportunity to raise their concern and provide input. We particularly emphasize emergency access. No restriction should ever prevent an ambulance, fire engine, or law enforcement vehicle.
from reaching resident in an emergency.
The city must also assess the traffic impact of restriction as closing or restricting one road can simply shift congestion to surrounding area. Approving restriction must further be monitored and periodically reviewed because circumstances and community needs change. The city should also maintain a centrally accessible record to approve of approved
restriction to promote transparency and accountability. Our key recommendation are therefore: Number one, clear and transparent application criteria. Number two, guaranteed emergency and essential service access. Number three, meaningful consultation with affected communities. Madam Speaker, ultimately, we must find the right balance between safer communities
and accessible public roads. We support the direction of the item and call for an implementation framework that is fair, transparent, practical and responsive to resident. Madam Speaker, I wish to inform this council that the Ward 111, Glenfountain and Ebony Park is the home for ANC and we wish to make a promise we are we
we're going to have a CAPEX budget and advance service delivery. We also wish to inform this council that Ward 111 is no-go area for the DA, Freedom Front Plus, Speaker. Thank you, Speaker.
