"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Madam Speaker, Executive Mayor, Chief Whip of Council, PA Joburg 11 councillors under the capable leadership of MMC Kenny Kunene, fellow councillors, distinguished guests, and residents of the City of Johannesburg. I greet you all in the powerful name of our Lord and Savior... the devil is a liar, of our Lord and Savior Jesus Christ. Today, I rise to speak on items 20, 21, and 22.
Madam Speaker, let me begin with Maxwell Court. This is a dilapidated building comprising 60 units and housing more than 300 residents, including children. Yet, despite the obvious danger, proper alternative accommodation has still not been provided. Residents continue to be met with nothing but empty promises. A month ago, two of these units caught fire due to electrical faults. Two weeks ago,
the lifts caught fire. Today, residents are still faced with sanitation services. The living conditions are unacceptable, and urgent intervention is required. Madam Speaker, the situation within our CRUs, which is our Council Rental Units, is equally concerning. Maintenance has gone from minimal to non-existent. Among the affected developments are Newclare, Westbury, Claremont—
3,000 units, 185 blocks. Our elderly residents have also been forgotten. While resources and attention is regularly directed towards informal settlements, very little is being done to address the needs of those living in CRUs and old-age villages. Furthermore, residents in Eldorado Park, Bosmont, Riverlea have received sectional title deeds. I must ask whether housing officials fully understand the implications of sectional title ownership
and the responsibilities associated with the establishment of body corporates. Today, Housing refuses to attend to blocked sewer lines and burst water pipes, while Johannesburg Water also declines to assist.
45 seconds, Councillor.
Therefore, through you, Madam Speaker, I ask MMC to clearly indicate whose responsibility for maintaining these areas, which remains within the City of Johannesburg. Human Settlements must stop operating as if it's an emergency response service that only reacts when a crisis has occurred. Before I conclude, Madam Speaker, also allow me to remind this house that 31 years ago into our democracy, not one single RDP home has been built in Eldorado Park, Reiger Park,
Rabie Ridge, Ennerdale, Noordgesig, Westbury, et cetera. 31 years. This is merely a policy failure... the report.
