"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Speaker. I rise on item 29, Naming of Unnamed Streets in Alexandra, Ward 75, Region E. Speaker, the EFF welcomes the intention behind this report because in Alexandra, an address is not a luxury. It is part of the basic infrastructure required for people to participate fully in the city.
The report itself acknowledges that unnamed streets affect access to emergency services, policing, utilities, municipal billing, postal services, FICA and RICA processes, the valuation roll, or the valuation roll, and even the voters' roll. This is therefore not simply about putting names on the street
sign. It is about dignity, access to service, and properly integrating historically marginalised communities into the administration of Johannesburg. This speaks directly to the EFF's 2026 local government manifesto, which places dignity, reliable basic services, functioning municipal infrastructure, and responsive local government
at the center of transforming our communities. Speaker, we also note that residents were consulted and expressed a preference for streets to recognize local heroes and heroines. The EFF supports communities having a meaningful voice in preserving their own history and identity. However, Speaker, the report also exposes the scale of challenge.
It estimates an enormous backlog of unnamed streets across Johannesburg, while this report deals with only 12 streets in Ward 75, with implementation costs estimated at 900,000. The EFF therefore supports the recommendations to approve the naming process and the public consultation undertaken in Ward 75,
but we insist that this must not remain an isolated intervention. The city must develop a systematic program to eliminate the backlog of unnamed streets, particularly in townships and historically neglected communities. Speaker, Alexandra residents deserve more than recognition on a map. They deserve a city that recognizes their dignity through reliable services
and functioning infrastructure. I thank you, Speaker.

Greetings Speaker, EFF party leader, EFF Whip, EFF councillors, visitors at the gallery, most importantly, the residents of Johannesburg. The Economic Freedom Fighters notes the third quarter performance reports of the Community Development Department, Joburg City Theaters, and Joburg City Parks and Zoo. We welcome the work done in this quarter.
Community Development reports strong performance, with most of its target achieved. Libraries, sport facilities, art programs, and community facilities continue to play an important role in the lives of people, especially young people, the elderly, and poor communities who cannot afford private facilities. We also note the performance of Joburg City Theaters. The entity achieved 25 out of 28 measured targets,
attracted audience, supported youth and community programs, and continued to open space for arts and culture. This is important because the EFF believes that development is not only about roads and buildings. Our people also need culture, libraries, sport recreation, and safe public spaces. Johannesburg City Parks and Zoo also reported 90% overall performance across its indicators. We appreciate the work done in parks,
the zoo, environmental education, and public open spaces. However, Speaker, good performance on paper must be felt by ordinary residents on the ground. A report can say targets were achieved, but communities still complain about broken facilities, unsafe parks, poor maintenance, closed or struggling public spaces, and slow responses to service delivery problems.
We are particularly concerned about revenue collection, delayed supplier payments, repairs and maintenance, and unresolved audit findings. When invoices are not paid on time, maintenance is delayed. When maintenance is delayed, facilities decline. When facilities decline, the poor suffer first. The EFF has always said that the state must have strong capacity to deliver service directly,
efficiently, and honestly. Community facilities

must not become places of neglect. They must be clean, safe, accessible, and properly maintained. We therefore call on the department and its entities to move beyond reporting targets and focus on visible service delivery. Every library, swimming pool, park, theater, and community facility must have a clear maintenance plan, proper security, working equipment, and regular monitoring. In closing,
we also call for stronger consequence management where targets are missed, invoices are delayed, or audit findings remain unresolved. Speaker, we will support the recommendation, but our support comes with a clear message: performance reports must translate into better service for
