"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Councillor Wax. Councillor T. Nkomo, ActionSA.
Thank you so much, Councillor. Can we have Councillor Radebe from the EFF? Are you here, Councillor? I'm worried about the clock.
The question is not whether we need ethics. The question is whether adopting this document will change how the residents in Soweto, Alexandra and Orange Farm experience the city. Residents do not distrust us because we lack policies. They distrust us because of service delivery failures, appointments, and procurement.
A public commitment to integrity, transparency, and accountability is a first step to rebuilding that social contract. But the report says financial implications are not applicable, and policy implications are not applicable, while recommending that the code be institutionalized through governance structures, policies, training, and road shows. Speaker,
how do we institutionalize a code with no resources and no policy review? Training, monitoring, and implementation all cost money. The EFF 2026 Local Government Elections Manifesto says, "Municipalities must be capable, developmental, and people-centered with professionalism administration based on competence and ethical leadership."
It also demands transparent procurement and strict consequence consequences for corruption. That is the political standard against which this code must be judged. Speaker, a code without consequence is just a poster. What happens when a leader violates it? The report does not clearly link the code to disciplinary processes, performance management, or the existing code of conduct. Yet, the code itself says ethical leaders must deal
decisively with ethics transgressions, conflicts of interest, poor performance, and audit findings. If there is no sanction, communities will see this is another launch and another summit. Training is useful, but training alone is not transformation. Ethical failures in local government are rarely caused only by lack of knowledge. They are driven by pressure, political interference, patronage, appointments, and procurement.
Communities in Ward 10, Ward 33, and across Johannesburg will not measure ethics by workshops. They will ask, "Was the tender awarded fairly? Was the job given on merit? Is my councillor accessible?" Unless the code produce produces visible action, declarations of interest, enforced, procurement made transparent and consequences applied, it will not rebuild trust. We must acknowledge
that the joint circular asked municipalities to respond within 60 days and, more importantly, to institutionalize institutionalize the code. We are late, Speaker. Adoption now must therefore be accompanied by

No. No.
No, no, no, no, no.
You stopped the clock.
We propose that ethics and consequence management be linked. Audit and Risk, MPAC, and disciplinary structures must report quarterly on ethical breaches, irregular expenditure and conduct cases. Senior managers' performance agreements must include an ethics and good governance KPI. The code must be distributed to councillors and senior management and published, and practical implementation must remain a standing governance item for the next 12 months.
The EFF councillor declaration itself commits councillors to honesty, integrity, rejecting corruption, and staying out of municipal tenders and corrupt employment processes. Speaker, if we adopt this case with real monitoring and consequence management, it can become our shield against corruption and maladministration. Without implementation, it becomes just another document on a shelf. I thank you.
