"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Greetings, Madam Speaker, uh Deputy Executive Mayor, MMCs, fabulous 44 councillors, residents of Johannesburg. Uh as Action SA, we support and welcome this conditional grant. Uh we are aware of the scourge um and the people living with um
HIV uh in the City of Johannesburg. Uh we have got 692 um residents, uh this is an estimation of people who are living with HIV um in the City of Johannesburg. And uh Madam Speaker, 93% of them, they are aware of their status um and 73% um are uh on um ARVs, and
this is due to the work of the field workers, you know, the Jozi Ihlomile door-to-door um team that educate our communities um regarding the scourge, you know, uh of HIV, and educating our people, you know, in terms of testing, um preventing, and uh taking treatment. And it is very important uh for um EPWPs
and uh Jozi Ihlomile group, you know, to ensure that they are properly capacitated so that they can continue uh the groundwork. And Madam Speaker, as we are, you know, discussing these things, it is disturbing that um the the residents, you know, are looking at us, you know, to you know, to discuss this important matters, and you find uh some councillors who think that, you know, this is the playground, this is kindergarten, and it is
really, really uh unfortunate and disturbing. And I like what uCouncillor Mkhonza has said, um and I'm not going to repeat his words. Uh really, it is disturbing, you know, the the the residents, especially of Ward 130, um they are looking at the proceedings in shame, they ask themselves, what is it that we have voted for? And we have got a a you know, a computer councillor in this uh
member a Councillor Zwane who's servicing the residents of ward 130. Yet we have got a councillor who's playful you know, and who's not you know addressing the issues of the community. And in our community we have got challenges. We have got clinics like Zola Clinic you know. With a number of complaints about that clinic and we're trying to find mechanisms and solutions to ensure that these facilities are working.
And we really ask the councillors who have been voted for our people to ensure that when they come here they address the issues of the people, instead of fooling around and waste everyone's time. Really it is embarrassing. If I was a member of ANC I was going to be embarrassed to have a councillor of this calibre. We need to take the residents of Johannesburg serious. We are here and we mean business when we are here. And as Action SA we are saying we're a government in waiting.
Herman Mashaba is going to be the mayor and we are going to ensure that you know, we put systems in place. We are going to ensure that we serve our people, that is why we are checking even the quality of the councillors that we are bringing in this place. We don't just bring any Dick, Tom and Harry to come and represent you know, the residents of Johannesburg. Uh winds of change are blowing. Thank you so much, Madam Speaker.
Wa gafa sana. Wa gafa sana.

Thank you so much, Speaker. Speaker, I'm worried. I just roughly did a head count, so can we check if we are still quorating? Because we are going to approve reports when we are not quorating. If Legal can check that, I'll appreciate it. Thank you so much.
