  No, thank you very much uh Madam Speaker. Let me greet the Executive Mayor, the Chief Whip of Council, the Chair of Chairs, members of the Mayoral Committee, and councillors of the world-class African city, ladies and gentlemen. Madam Speaker, I rise to address item 26 concerning the proposed amendment of the development lease agreement in respect of Erf 56 Crown North.

  The purpose of this report is to table the reason for the proposed amendment of the development lease agreement of Erf 56 Crown North in terms of section 113 of the Municipal Finance Management Act number 56 of 2003. The report asks council to consider the reasons for the proposed amendment of the existing development lease and to facilitate the statutory process required in terms of section 113 of the Municipal Finance Management Act.

  The property was released on tender and award was made by the Executive Adjudication Committee for the lease of the property for a period of 9 years and 11 months, exclusively for parking purposes in line with its approved zoning right. The report records that the development proposal is expected to provide the following.

  Madam Speaker, council must note that this development will provide 400 permanent employment opportunity, which it will assist the city to address the issue of unemployment. This development will approximately provide 600 construction jobs, which it will assist the City of Johannesburg to address the issue of poverty.

  156 individual retail outlets or SMMEs will be provided to enable economic growth in the City of Johannesburg. Approximately R31 million development cost on this particular development, which it will address the issue of investment, with rental income of R135,000 per month.

  Madam Speaker, please note that Councillor Ricky Nair, representing Ward 56, he's in support of this item. Therefore, Madam Speaker, we cannot claim to be representing the community and the resident of the City of Johannesburg while we continue to decline or reject the development that will address the issues that are faced with our people.

  Our people are faced with unemployment. So, the issue of unemployment, Madam Speaker, it will only be addressed if, as councillors, we note such a report, and we are in support of this report because of this report, Madam Speaker, it's not for individual purposes, uh this report, it's addressing the issues that are affecting our people on the daily basis.

  There are people who are not working, they are unable to provide for their families, and as councillors, we come in this council meeting and then we reject such report. And when we go outside there campaigning, we claim to our people that we are for the people, we stand with the people. But at the very same time, we come in this council meeting, we reject the report that's supposed to create jobs for our people.

  So, Madam Speaker, as the ANC, we cannot at any point reject such uh such uh development that will bring stability to our people, that will uplift the lives of our people, especially the poor of the poorest. So, that is why, Madam Speaker, as the ANC, we are saying we note and we are in support of this particular report. I thank you, Madam Speaker.
