"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thanks, Honourable Speaker. Greeting to the Executive Mayor, MMCs, Chair of Chair, Whip of Council,

fellow councillors, community at large and members in the gallery. Speaker, I just wish to remind other people when they speak, they should not forget. One, when they were governing, they were importing people from Cape Town.
Uh others, they should note, much as they are singing a singing praises. Uh let us remind them about the drummajorettes that went some body gave them money. Also, let us remind them as this chamber about uh Sebia. And also, Speaker, let me
Councillor Belinda.
Madam Speaker, just a point of clarity, if I may proceed.
Yes, I've given you the opportunity.
Thanks. I I didn't quite
On what point are you standing?
Well, it's I just need clarity. That's why I'm asking, can I go ahead?
Okay. Okay.
I just need clarity. I didn't quite understand the drum something that the the the I just need clarity. What does it mean? I don't understand. Thanks.
You know, it's not my place to respond, but I think he was talking about drummajorettes. Thank you, colleagues. You asked for clarity, so I suppose I could give clarity. Thank you, Councillor.
No, Speaker.
Councillor, just carry on where you stopped.
I'm sorry, Speaker.
Carry on where you stopped.
Okay. Thanks, Speaker. Can I carry on?
With your speech where you stopped. Please.
No, Speaker. I'm not going to respond.
Let's not cause drama.
No, no. I'm not there, Speaker. But let me say, you see, the current Executive Mayor and
nesikimu sakhe,
they've proven to say if there is a willpower, things can begin to change in the City of Joburg. And Executive Mayor, we congratulate you for the work that you are doing. It shows
gore
we can go far. Even though, you see, Speaker, with uh the Government of Local Unity, the reality, it is told. And much as we are saying uh this chamber is a political arena. So, based on that, Speaker, let me note the report. Thank you.

Thanks Speaker and greetings to you, greeting to the Executive Mayor, Deputy Mayor, MMCs, Chief Whip of Council, Chair of Chairs, fellow Councillors, members in the gallery and community of Johannesburg at large. Speaker, I rise to speak on Item 1. 2026/2027 IDP is not just a review,
is a planning instrument, but a recovery blueprint to set a clear pathway forward. At the core of a plan, the bold revitalization of the inner city with a focus of restoring infrastructure, redeveloping hijacked buildings, repositioning the precinct like Hillbrow, Jeppestown, Braamfontein as economic hubs. The IDP aligns with Johannesburg
2040 Growth and Development Strategy and the goals of National Development Plan as key intervention include urban regeneration, the development of hijacked buildings and targeted precinct upgrade, service delivery acceleration including electrifying of informal settlement, modernization of waste infrastructure.
Financial sustainability support by improved revenue collection, cost control, public and private partnership, inclusive growth economy focusing on township economy, innovation hubs and youth entrepreneurship, public safety and law enforcement including smart surveillance system expanded by law enforcement, strategic partnership including community, business and government.
In compliance with Section 26 of Municipal Systems Act, the 2026/2027 IDP include the city vision and strategic development priorities, a comprehensive assessment of Johannesburg current development level, service delivery backlogs, a spatial development framework outlining the key urban planning priorities,
sector specific strategic aligned to Johannesburg long-term growth and development strategy, financial planning projecting medium-term revenue and expenditure needs, performance indicators targets for 26/27 to 28/29 financial years ensuring accountability and implementation. All this Speaker are on Annexure A
for 26/27 Integrated Development Plan. The set out is the city's will to deliver services, allocate budget, address challenges, achieve long-term goals. Let me note the key challenges noted. Infrastructure crisis, that infrastructure backlog that exceed
220 billion. Number two, service delivery failure, frequent outage and poor maintenance. Number three, financial instability, a weak revenue collection and rising cost. Number four, governance weaknesses, corruption, inefficiency, lack of accountability, socio-economic pressure, poverty affecting over 50%,
unemployment of 33%, youth 44%, housing backlog of plus minus 406 units, climate risk, increased pressure on the infrastructure and service. Importantly Speaker, the IDP is built around a house model as MMC Loyiso Masuku
have indicated yesterday. The foundation of the house accelerate service delivery. The pillars of the house are infrastructure resilience, rule of law, digital economy and governance, financial sustainability. And lastly Speaker, the roof of the house is equal to strategic partnership, meaning government, private sector and communities. The key intervention
grouped together, fixing of basic service including stabilization of water, electricity, road, waste system. Renewing infrastructure, this will include directing majority of capital spending, upgrading of existing assets and focusing on high-risk and high-demand areas. The financial sustainability, strengthening of revenue collection, improving billing,
and reducing losses. Growing economy and creating jobs, supporting SMME and informal settlement as well as expanding digital and green economy opportunities. Spatial justice include improving access to housing, transport, economic opportunity as well as investing in historic marginalized areas. Safer areas meaning managing urban environment,
strengthening law enforcement, addressing illegal activities and urban decay and public safety. Digital transformation using data, smart system for planning and service delivery and expanding continuity in digital inclusion. Community priorities and feedback from communities. According to the IDP final submission Annexure A, residents raised the following concern
or issues: infrastructure breakdown and basic service failures. This came up as a primary dominant, resident repeatedly raising concerns and unreliable supply of basic service, lacking turnaround of resolution and maintenance issues.
The second dominant issue that communities have been raising and dissatisfaction Speaker, tariff issues and unaffordable given unemployment rate in the city, lack of accountability and trust, socio-economic pressures. Brief overview of table 51 and 50... No, sorry Speaker.
So Speaker, I remember when the Mayor in the City of Joburg at one stage raising an issue to say let us repurpose and let us reimagine Joburg. I think on the budget speech he said when he greeted all the MMCs he said, "Iskhimi sami." We are realizing now through Executive Mayor and his scheme,
ke seshime sa gae,
they are doing a lot. It has proven to say they are visionary leaders and they are doing the right things. And we are saying to them carry on, just because of you see there is a problem Speaker. When if a man decided not want to listen, that person will never listen to anything, neither good or bad, he will never listen just because of that person decided she or he,
he will never listen to anyone. But we are saying to the city leadership, carry on, push development so that at the end of the day our people can see the difference in the city. I thank you Speaker.
