"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

30 Sept 2026 · 09:12:33Item 30: DDM institutional arrangements · 4 min 19 s
Read what they said (480 words)
Greetings to you, Speaker. Uh greetings to EM, DEM, members of Mayoral Committee, Chair of Chairs, Chief Whip of Council, and fellow councillors, most importantly, residents of City of Joburg. Speaker, I rise to speak on item number 30, which looks at the institutional arrangement for effective implementation of the DDM
in the city as per District Development Model Circular Number 2 of 2026. While the report is for noting, I feel the importance of mentioning that the DDM is not a new layer of government. Rather, it is a framework that brings all spheres of government together to plan, budget, implement development in
a coordinated manner. The significance of this report is that it clarifies who is responsible for driving cooperation between national, provincial, and local government, and how accountability will be exercised. Importantly, the report highlights one of the major challenges facing the DDM nationally: the limited participation of national and provincial sector departments, which weakens alignment
and implementation. Speaker, the report also confirms that Johannesburg is already well advanced in institutionalizing the DDM under the leadership of African National Congress. The city has embedded DDM principles into the intergovernmental relations strategy, planning framework, and governance arrangements, and this approach
has been recognized as a leading practice by provincial and national. Furthermore, the report also shows us that the amendments of the DDM regulations are currently under consideration. While the city will need to monitor these changes, they do not alter the immediate need to strengthen cooperation,
coordination, catalytic projects, and improve service delivery outcomes. Speaker, ultimately, this item is about ensuring that government works as one, and it seeks to eliminate silo planning, improve accountability, align resources, accelerate service for our residents. To give fewer examples, Speaker:
if this DDM model could have been implemented, let us talk in terms of the water license. I think Councillor Nefdt alluded to something that if it were to rain today, uh most of the wards in the City of Joburg will be flooded. And whenever, if you look at JRA, when it's supposed to work on the streams, we are normally getting information to say they cannot enter the streams up until
national and provincial government are involved. And at that time, our people are getting uh our people at some stage they might die. So this DDM model will assist us. Like another example, Speaker, is when the previous years, when they built the RDP without the tar roads and without the proper planning, uh it tells us one thing, that we also needed the DDM so that all the departments,
province could not build those RDPs uh in silos without excluding the municipality, and at a later stage, the municipality has to come in and begin to resurface or redevelop all the streets in those RDPs. So based on that, Speaker, we are noting the report. Thanks.
