"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Speaker. Greetings to yourself, the Executive Mayor, Fabulous 44, the residents of Johannesburg. Speaker, I rise to speak on items 25 and 26 as already tabled before this council. ActionSA notes this performance assessment report that comes with what seems to be a wave of data manipulation, inconsistent metrics and a disconnect between reported numbers and public perception.
These reports often rely heavily on lagging indicators like accurate historical crime rates or incident counts, yet they fail to reflect the root causes of risk or provide a complete picture of service delivery. Traditionally, performance assessment reports focus on what has already happened rather than utilizing proactive leading indicators that drive mitigation before a crisis occurs. Using aggregate statistics often hides shifts like offenses, for example,
a drop in traditional volume crime frequently conceals a steep rise in localized traffic management challenges and in aggressive crimes like murder, house robberies, and armed robberies that are often driven by easy access to guns and drugs, let alone the freedom to drive around with stolen motor vehicles, vehicles driving on our roads without registration plates or say vehicles that are unroadworthy, reckless and negligent driving, especially by taxi drivers, and the list is just endless.
Lack of accountability has compromised the high standards that must be upheld by those that we have entrusted with the responsibility to provide the residents with safety, including on the roads. Misconducts in these departments are not taken serious, thus breeding unruly elements amongst those who do their best to uphold professional standards within these departments. ActionSA calls upon those entrusted with the responsibility to produce desired performance results from these departments to be equal to the task put before them.
And when they do so, they must do so without any fear or favour, but with precision and determination to make residents of Johannesburg proud, thus rebuilding trust. Mentioning figures such as 88% KPI achievement on the deliverables is far-fetched, especially at a time where there are issues pertaining speeding cameras, fleet that is forever grounded, uh let alone non-payment to those uh uh cameras.
Losses of firearms, everyday reckless and negligent driving on our roads, everyday corruption at the licensing centers, strangers taking over the point-of-duty responsibilities as and when traffic lights are not working, and so forth. Speaker, honestly, this exaggerated 88% boasts a disregard to both this council and to the residents of Johannesburg at large. Speaker, the City of Johannesburg Municipality has never been this desperate to be under the stewardship of
ActionSA to come save it from sinking further. There is now a clarion call to have the president of ActionSA, Herman Mashaba, taking over as the Mayor of Johannesburg based on the unmatchable track record and not based on the negative opinions that are always narrated by critics of note. He was his was tangible. Let us all do the right thing and vote for ActionSA on the 4th of November 2026 during the local government elections. This is a clarion call and not a campaigning call.
Speaker, ActionSA notes this report with concerns. Thank you.
