"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Okay. Sorry, just a minute, Madam Speaker, so that I go to my gadget. And then... Okay, just one moment, Madam Speaker. I'm just fixing my gadget here. It gives me problem.
I'm checking my minutes. Okay. Let me just go to another one, Madam Speaker, quickly.
Your minutes are running.
Madam Speaker, okay. No, it's fine, Madam Speaker. You can start counting, Madam Speaker. I will make sure that I will do my speech as quick as possible. Madam Speaker, good day to you. Good day to the Executive Mayor, Councillor Morero, to the Deputy Executive Mayor, Councillor Loyiso Masuku, to all MMCs
and chairpersons of the Section 79, to fellow councillors and to the guests in the gallery. Madam Speaker, I rise on behalf of the African Independent Congress, Madam Speaker, in support of the 2026/2027 budget tabled by the Executive Deputy Mayor yesterday, Councillor Loyiso Masuku. Madam Speaker, this is not just another budget debate.
This is the final budget of the current political term. A budget that reflects where this administration has come from, what it has inherited and what foundation it seeks to leave for the future of Johannesburg. As the African Independent Congress, we are proud to have been part of this Government of Local Unity in the City of Johannesburg. We are proud to have contributed to governance stability, financial discipline and cooperative leadership
during one of the most politically challenging periods in the history of this city. The Government of Local Unity has shown that a coalition government can work when political parties place residents above political egos, and when governance is approached with maturity, accountability and shared commitment to the people of Johannesburg. The AIC believes this administration must be credited for choosing governance over instability and cooperation over collapse.
Madam Speaker, the budget tabled before council is honest about challenges facing Johannesburg. It does not pretend that the city is without problems. It acknowledges the infrastructure backlog, the pressures on water and electricity infrastructure, revenue collection challenges and financial strain confronting local government. But importantly, this budget also presents a program of recovery,
reform and investment. The AIC welcomes the emphasis placed on the infrastructure maintenance, financial stability, institutional reform, revenue collection, township renewal and investment in historically marginalized communities. Madam Speaker, as the AIC, we appreciate the continued commitment towards maintaining a funded and compliant budget. It is important to recognize that during 2025/2026 financial year,
the city was able to table and adopt a fully funded budget that contributed to governance stability and enabled the continuation of key service delivery and infrastructure programs across Johannesburg. The contribution made by the AIC in the finance portfolio during the period reflects our commitment to responsible governance, fiscal discipline and sustainable administration.
The AIC understands that without financial stability, there can be no sustainable service delivery. Without revenue collection, there can be no infrastructure renewal. Without governance discipline, there can be no developmental local government. That is why we support measures aimed at improving billing systems, strengthening revenue collection and protecting the financial integrity of the city. Madam Speaker, the people of Johannesburg want a government that works.
They want roads without potholes. They want reliable electricity. They want clean communities. They want water security. They want safer streets and they want a municipality that responds to their concerns with urgency and dignity. The AIC therefore welcomes the budget allocations directed towards road rehabilitation and stormwater infrastructure, water and sanitation upgrades, energy reform, waste management, law enforcement and township renewal.
These investments are important because they directly affect the daily lives of ordinary residents. Madam Speaker, the AIC also welcomes the continued focus on indigent support and social protection for vulnerable households. In difficult economic conditions, government must remain compassionate and people-centered. The Expanded Social Package, free basic services and debt relief interventions
for the qualifying households are necessary measures to protect the dignity of struggling residents and working-class communities. As the AIC, we believe local government must always place people first. That is why our message remains: people taking center stage in governance. Because truly it is all about you. The AIC therefore supports this budget because it seeks to balance fiscal discipline, infrastructure, service delivery and protection,
30 seconds.
a Johannesburg where development reaches Soweto, Orange Farm, Alexandra, Diepsloot, Eldorado Park and all communities across this city. Because for the African Independent Congress, governance must always begin and end with the people, who take center stage in the governance. It's all about you. Thank you so much, Madam Speaker.
