"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

30 Sept 2026 · 09:34:17Item 31: Draft Inner City Street and Informal Trading Plan · 3 min 41 s
Read what they said (429 words)
Thank you very much, Speaker. Greetings to yourself, the Executive Mayor, the Deputy Mayor, MMCs, Chief Whip, Councillors, officials here led by the City Manager, and most importantly, the residents who have also joined us this evening. I think there is a reason why we are reviewing the plan that Councillor Nkomo was referring to, and
the intention of the reviewal is obviously to make sure that we close on elements where we could not or where we found challenges, and we are in a mission to actually improve in whatever that we have identified as we were doing this reviewal. So, the informal trading remains an important source of livelihood of many residents in our city,
and contributes significantly to the city's economy. However, Madam Speaker, unmanaged trading can place pressure on public infrastructure and pedestrian movement, safety, as well as the urban environment. So, the purpose of this plan, Madam Speaker, is to strike a balance between economic opportunity, public safety, and orderly urban management in our city. The plan identifies suitable trading areas.
That's where the traders that you are referring to, Councillor Nkomo, will be assigned to. Trading areas, it also establish capacity requirements and proposes measures to improve traders' support, compliance, and waste management, as well as storage facilities and overall trading conditions. It also outlines the implementation framework to guide the city's future actions,
and regarding the Lilian Ngoyi Street, while it was initially identified as a trading street, the city has resolved to place the designation on hold pending further stakeholder engagements, as per the recommendation as reflected in the report. So, this approach seeks to also protect the significant public investment already made in the regeneration
of the street. Speaker, this plan provides the city with a single coherent mechanism for managing informal trading in the inner city. It also supports economic inclusion while promoting safety, as indicated, safety, accessibility, and well-managed public environment. I therefore request that council do approve and adopt this draft inner city street and informal trade plan
and the recommendations as presented in the report, and really appreciate the inputs from both councillors. They are noted. I just have to reject the one that Councillor Nkomo was referring to, having to go to another city to go and benchmark. I don't think that will be necessary. We have capacity within the city, and hence we are here to seek an approval for this improved plan that will address
the needs of our residents, and most importantly, the street traders in our city. Thank you, Madam Speaker.

I'm in the meeting, Speaker.
Can you close this item for us, because I don't hear Councillor Koma responding to me.
Thank you very much, Speaker. Um I think the comments from councillors and concerns have been noted, Speaker. Um matters will then be escalated to the MMC um so that he responds to councillors. Uh, but I think, Speaker, because there are other structures that can also be utilized uh to raise matters uh for the MMC's consideration,
but also maybe to provide clarity on certain issues that have been ventilated in the meeting, uh, but we will request that
uh council approve this report, uh Speaker.

Thank you, Madam Speaker. Greetings to yourself, the Executive Mayor, the Deputy Executive Mayor, MMCs, the Chief Whip of Council, Chair of Chairs, the councillors in the chambers, as well as media and our residents who are watching us at home. Let me accept all the criticism
as presented here, particularly by Councillor Schay, and respond to the issue he raised around the issue around the the service providers that are not being paid. I think all councillors raised this point. I think it's something that is actually a challenge in the entire city, and we all know what is the reasons given there.
It is a problem that is a challenge for all of us in the City of Johannesburg, and indeed it is negatively affecting people who are providing those services. We acknowledge that. Let me also Councillor Sehoai, I think you spoke on our behalf when you said JDA budget must be prioritized,
given the reasons you have given, and I hope the Executive Mayor and the Finance MMC are listening to you when you are representing us quite well there. Where I don't agree with you is when you give praises to the former Mayor Mashaba. Those of us who had an opportunity to serve with him understand very well how bad he is. He is very bad for
the residents of Johannesburg. And I'm saying this because there's a lot of decisions that he has taken, and even today we are still struggling to address those challenges. I totally disagree with him on that one. Also, I think it's also very important to also acknowledge, and let me thank Councillor Tefu for making sure that you acknowledge the performance highlights for this quarter that we're considering. I am really grateful.
It does encourage, and it does encourage particularly those who are implementing the work that we're supposed to be implementing. And once more, let me just thank everyone and note the points that were raised to us. Thank you.
