"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Thank you, Speaker. I was not necessarily going to be speaking to the ANC, but I'll speak to the officials of the City of Joburg. Speaker, I rise on item eight, the appointment process of the Group Head Communication and Marketing position. Speaker, City of Joburg is a crime scene. We gather here to debate financial crimes that has happened, financial crimes that are currently happening, and financial crimes that are going to happen.
Speaker, City of Joburg is under siege. City officials have neglected their oath of office. They have become the new face of politics. Residents of City of Joburg, in this important elections, you must choose between people who want to sing, and people who wants to fix Joburg. This crisis is not lack of education, Speaker, not lack of talent,
but the deliberate exclusion of merit appointments from positions of accountability. Speaker, the person ranked number one served on provincial health department and many other political positions, and it's public knowledge that of financial crimes committed in the public sector. Political deployment has become the new apartheid. It separates the loyal from the qualified. It replaces thinkers
with followers. It silences those who still believe in merit. Education no longer inspires, it humiliates. How do you convince a young girl in Limpopo to complete matric when she sees a councillor can't spell governance, yet controls billions of municipal funds? How do you tell a boy in Mahikeng to study electrical engineering
when the tender for electricity is awarded to a DJ? Yes, Helen Zille took a deep dive in a pothole swimming pool created by the lazy, not fit for purpose cadre deployment. The economy doesn't collapse because of lack of minerals or investors. It collapses because of corrupt deployment, the kind that makes a leader think a slogan can build a road
and that a struggle song can replace a sound fiscal management. Political deployment has turned public service into personal service. Institutions are no longer centers of excellence, they are shelters of looting public funds. Every appointment is political, not professional, and every professional who dares to challenge the system is pushed out, humiliated, or silenced. And in this regard, Speaker,
I'll think of Babita Deokaran, Mpho Moerane, many councillors, and many others. May their souls rest in peace. City of Joburg is trapped in party loyalty and a corrupt financial system. The DA's government under incoming Executive Mayor Helen Zille, it is very clear. Helen Zille will restore service delivery.
Merit appointments. Helen Zille will safeguard the taxpayers' hard-earned money. Helen Zille will hold them accountable and Helen Zille will apply the rule of law. Speaker, as I conclude, I want to say to the officials of the City of Johannesburg, you have helped us with our campaign.
You have deliberately worked against the ANC. We can see this in your work in our communities. You have failed to give service delivery, and we applaud you for working with us as an opposition to bring the ANC below 30%. Speaker, we love the ANC, but the DA rejects this appointment. Thank you.

Thank you, Speaker. Speaker, the DA notes this report. However, Speaker, please can I have the two minutes of this eight minutes incorporated into item eight because I want to speak to the ANC with the 10 minutes. Thank you, Speaker.
