"Absent without leave" means the signed minutes of a meeting held while they were on council neither list them as present nor excuse them, and no similar name appears that day, so misspellings in the minutes don't count against anyone. Each square links to the minutes.

Speaker, just for progress, I think it worked well in the past, please start with the smaller parties for our numbers. Then it gives our colleagues of the bigger caucuses more time just to double check their numbers. Thank you, Speaker.

Thank you, Madam Speaker. All protocol observed. Madam Speaker, this is the kind of report I really enjoy reading, even though it appears more like a five-year study plan. It gives us an economic footprint of activities in a region stretching from Lanseria in the west all the way to Ivory Park in the east.
The report mentioned economic nodes and different precincts like Lanseria City, like the Midrand Logistic Freight Hub and the Waterfall Green Eco-Estate. Then, unfortunately, it also mentioned the highly unemployed areas where the Diepsloot industrial hub and the Hustle Link townships and
transport programs closer to Ivory Park, Rabie Ridge and Kaalfontein. And this is where the trick comes in, Madam Speaker. In the body of this report, it is highlighted that this investment atlas and implementation plan will be heavily depending on private sector investment. So how do we achieve this milestone over five years, Madam Speaker?
Big business are seeking clean, safe, well-connected to municipal services with constant flow of water and electricity, and then of course fast, reliable internet connection. Madam Speaker, coming back to the marginalized areas, at committee level, really for years we have been discussing the following: Because to attract big business, Madam Speaker, business are looking
for financial gain and for rebates. Unfortunately, nowhere in this report it mentioned any special economic zones. This is the only way that we will attract investments in high unemployed areas of Rabie Ridge, Kaalfontein and Diepsloot. Madam Speaker, maybe the city, if we look at the regional plan for Region A,
can follow the Coega model down in Gqeberha. This is the only way that we are going to be able to attract big business and to put us in a position to make sure

Thank you, Madam Speaker. All protocol observed. Madam Speaker, to implement a by-law of this nature, we are really charting into unfamiliar waters. This will take many years to achieve a certain level of regulation and compliance. The words "an inclusive economy" are mentioned quite often. Madam Speaker, but what does this mean? Business must have the opportunity and the right to trade freely in a free-market economy
and to create jobs in local communities. Madam Speaker, localized business must be able to grow and expand, to offer services in their local communities, and to receive funding from government, to receive commercial loans from bankers, and to strengthen through government programs and support. Madam Speaker, and to the chamber, please listen up to the following.
The above, unfortunately, comes at a cost. Local businesses must be regulated to qualify for the above benefits. They must pay taxes and they must pay VAT if they qualify when they reach that threshold. Why is this important, Madam Speaker? Because they must also contribute to the national fiscus to provide
what everybody always cries about: free education, free housing, and free medical services that emanates from taxes. Madam Speaker, if the by-law is implemented correctly, it will provide the city its first glimpse ever into the informal economy of Johannesburg and provide sustainable growth. And this will also assist job seekers not to travel to the north to find job opportunities,
but to find proper jobs within their own communities. Madam Speaker, in conclusion, if this by-law is done correctly, it also may assist to eradicate poverty and unemployment that is currently standing at almost 50% in South Africa, the highest in the world, in the local communities where the business owners and the job seekers live. I thank you.

Thank you, Madam Speaker, all protocol observed. Madam Speaker, today I just want to take my speech in a different direction. If we look at this way of the departments and the officials thinking that let's spend the bulk of our Capex and Opex in the fourth quarter, I could really never understand that way of reasoning, Madam Speaker. You would think, okay, let's use the
first three quarters to do all the planning, I presume it should have been done before, because we had the business plans, to make sure all contractors are useful, they come through supply management, everything is budgeted and planned, and we should not have any UIFWs. Then I look at the Johannesburg Property Company, currently R320 million on irregular expenditure, R90 million up from the second quarter.
So that approach doesn't work. It will also be emphasized through the points that I will highlight in the body of the report if it comes to spending. Madam Speaker, then if we also look at the report, we can understand why we are struggling to get national and provincial grants and funding into the City of Johannesburg, because we are not even following our own rules and regulations currently, and we didn't over the past year. Madam Speaker, just coming to the different entities,
the department, the department is still struggling. Support to SMMEs, we are at 64%. We should have been over 70%. Capex spent, major concern, we've got a budget of R228 million. We are on 37.4%, R84 million spent. So no wonder we're struggling to impress central government. On the Capex side, we are in the third quarter. The target was 75%, 0% spent on Capex.
If we come to percentage resolutions of internal audits, the target was 70%, we're at 30% in the Department of Economic Development. Number of SMMEs supported, the target was 800,
40 seconds left.
we're at zero. Number of new business licenses, we were supposed to be at 250, zero. KPIs, 12 out of 18, Madam Speaker. Madam Speaker, if we come to JPC, 55% of the KPIs were reached. Repairs and maintenance, 14%, target 60%. Irregular expenditure, I've mentioned that, it's R229 million. Capex spent, 46%. Opex spent, 58%. The only department that is a shining beacon is the Joburg Market, 100% AG finding resolutions and 96% of internal audit find...

Thank you, Madam Speaker. I'm going to be very short. After looking at this specific extension and I've been partly covered by my colleague Councillor Dewes, it took them 14 years. Now listen to this name, Health and Racquet. Can you actually remember those gyms back in the day when we were still young and fit? It took them when they signed the lease in 1997, it took them 14 years to start that development. Now we are at the end of this specific lease, so I don't think this specific
organization or company can be trusted with another 20-year extension. Madam Speaker, loss in revenue, let's say that they started developing and the development ended in five years' time and they did what they were supposed to do, we're looking at a 70,000 rand rental. I'm not even talking about the rates and taxes in that. So we're looking at 25 years of loss. So it's very easy. This lease must run its course. This must go back to public participation.
And we must open the bids and see if there's anybody in Lenasia that wants to take the remainder of this specific portion and develop it. But this thing about 20 years, 30 leases, Madam Speaker, we are not building a city or a smart city. It's a very small piece of land. And I think this will be to the benefit of the residents of Lenasia if we can give this to a proper development and not a family conglomerate to actually start developing this piece of land. Thank you, Madam Speaker.
